The Maldavian War - A Harpoon Scenario
(The computer game) by Jesse W. Cheng

To load this scenario you must have already loaded
the IOPG Battleset. I strongly urge you to answer
yes to realistic weather, nuclear release, and
maintenance problems occurring since this will
enhance the scenario. Answer no to full ordnance.
Please also note due to the constraints of the Battle
Set, Diego Garcia should represent "Ihavandiffulu Atoll".
All other bases are as listed.

What follows are the orders for the Blue (USA) and Red
(India) side that will provide you an in depth background
on the scenario. To enhance the play value I strongly
recommend that you only read the message that per-
tains to the side you wish to play (Blue or Red side).
There is a short background section that should be
read no matter what side you play! Good luck.

++++++++++++Common Background to the Conflict++++++++++++
The Maldavian Republic consists of an archipelago
that runs 600 miles north-south starting from the southern
tip of India to Diego Garcia south of the equator.
Formerly a British Protectorate it now consists of a small
independent population of Muslims who live in peace fishing
and promoting tourism for mainland Indians. Peaceful
until the recent suspected Indian backed coup attempt of
the President of Maldavia. India has long made threats to
annex the Maldives citing historical rights to the islands
and Krishna's writings. Pressures of the population growth,
and the untapped oil reserves/raw resources has made this
place a potential lucrative place to control. However the
small population (150,000) has resisted any an-
nexation attempt or offer of Indian citizenship.
President Maumoon Abdul Gayoom has been in power since 1978
but there has been considerable unrest due to his sympathies
towards India and the Soviet Commonwealth. Plans had been
underway to allow Soviets to build a military base on the
northernmost atoll of the island chain "Ihavandiffulu".
On Nov. 4, 1988 a coup attempt against Gayoom failed due
to India's intervention with troops. But this year a coup
attempt succeeded (with rumored covert aid and impetus pro-
vided by the CIA) and the presence of a U.S. Naval Task
Force blocked any amphibious/air transport of Indian troops
to the Maldives. Wishing to avoid any international inci-
dent the Indian Government backed down. The Maldavian
President requested public censure of India by the U.N.
and invited the U.S. to establish a military base at the
very atoll a Soviet base was planned. As part of the U.S.
role to be the policeman of the world a U.S. Naval
construction battalion began building an airfield with
improvement work done to the harbor on Ihavandiffulu Atoll.
The Indian Prime Minister called for the immediate ex-
pulsion of the "Imperialist" presence from its territorial
waters. "Concerns of a renewed Soviet presence as
well as Maldavian independence precludes us from leaving."
the Sec. of State announced of the U.S. The Indian Prime
Minister announced on Dec. 25, 1991 that a blockade of the
Maldives would take effect immediately and declared any
ship that would try to run the blockade would suffer "dire
consequences". This is the state of affairs today.....
